Define the measurement
Decide whether the task is counting, classifying, estimating queues or reviewing a specific movement. Different questions require different labels and evaluation methods.
Test the operating conditions
Evaluate representative views and conditions, including changing light, occlusion and seasonal weather where relevant. Record where observations are unreliable or missing.
Compare with a baseline
Use a suitable independent reference and report missed detections as well as false positives. Inspect performance by location and condition rather than only as one average.
Keep control decisions governed
Use qualified transport professionals and the responsible road authority for operational decisions. An analytical model is not, by itself, an approved traffic-control system.
