Study signal timing before making changes
Traffic measurements may inform a signal-timing study, but an improvement in a model objective is not enough to justify changing a live junction.

Define the full objective
Include the relevant movements and road users, not just vehicle throughput. Document the constraints that the responsible authority requires.
Evaluate scenarios carefully
Use an appropriate analytical or simulation process and examine conditions outside the average case. State the assumptions and limits of the comparison.
Keep operational authority clear
Qualified professionals and the responsible road authority must review and authorise any live change. This resource explains evaluation questions and does not provide a signal-control plan.
